Query No. 49 BNB 1888 2c with thin bar cancel

2c with what looks like a CTO but with a distorted thin bar cancel. Is it
postal used with a worn franking chop? Can someone help?

1. The cancellation looks like a
forgery to me. The stamp may also be a forgery but I can't tell from the
illustration provided.
