Query No. 25 Sarawak SG 25b or 26b?

I recently purchased at auction a surcharged 5c on 12c from 1889 which has the error of the missing c. As this was not a pair with a normal surcharge I am at a loss as to it being SG25b or SG26b. Thank you Roger Birch
